Rep. Ma. Theresa Bonoan-David (4th District, Manila), Vice Chairperson of the House Committee on Globalization and WTO, authored House Bill 4886, which seeks to alleviate the plight of barangay tanods, many of whom receive as low as P100 in honoraria per month.
Bonoan-David lamented the predicament of the barangay tanods who play a very significant role in helping the police authorities maintain peace and order in their barangays.
"They conduct rondas or nightly patrols, necessarily exposing their lives and limbs to danger in the hands of criminal elements and other wayward members of our society," Bonoan-David said.
Bonoan-David said the bill is part of her legislative agenda granting hazard pay to barangay officials whose honoraria do not reach P1,000.
According to Bonoan-David, she filed the bill after learning that most barangay tanods, especially those in the mountain barangays, are receiving a very minimal amount from the barangay.
Citing records, Bonoan-David said some cash-strapped barangays could only give their barangay tanods an honorarium of P100 a month. For instance, Barangays Paril and Mabini in Cebu City, both mountain barangays, only give P150 monthly honorarium, Bonoan-David said.
Bonoan-David strongly pushed for an increase in the honorarium of barangay tanods saying they expose themselves to danger by protecting the safety and security of their constituents.
The measure provides that the amount necessary for the effective implementation of this Act shall be charged to the budget of the Department of Interior and Local Government (DILG) under its current General Appropriations Act.
