Senator Joel Villanueva vows to improve employee productivity through telecommuting

Sen. Joel Villanueva pushes for the implementation of telecommuting to maintain the productivity of Filipino workers. Metro Manila transportation crisis has hampered tens of thousands of commuters in the National Capital Region on a daily basis.

The line carries around 220,000 passengers daily, according to the Light Rail Transit Authority, which has prompt labor regulators and employers to utilize alternative solutions such as telecommuting to maintain their productivity. 

Villanueva, who championed the passage of Republic Act. No. 11165 or the Telecommuting Law, believes this law would help laborers fulfill their duties while minimizing the need to go out of their homes and travel to their places of work. 

Telecommuting is a work arrangement that allows an employee to work in an alternative space with the use of telecommunication and other relevant technology.

Currently, the law is going through an evaluation process under the supervision of the Department of Labor and Employment (DOLE). According to Villanueva, DOLE will be the ones to identify which jobs would be applicable for a telecommuting arrangement. 

Villanueva encourages employers from the private sector to adopt telecommuting to give workers the option to work from home. Workers under a telecommuting arrangement will receive the same compensation and social protection benefits as other workers who report or work in offices.

Last march, DOLE promulgated several rules and regulations in accordance to the labor code. Villanueva urged employers with current telecommuting arrangement to align their policies with existing standards of the labor department to fully ensure their compliance to the law.
