Bayanihan to Recover as One Act ushered in Congress

With the ending of the Bayanihan to Heal as One Act or Republic Act No. 11469, a similar act dubbed Bayanihan 2 aims to sustain efforts by the government to combat COVID-19 with a funding of Php 140-B.

Senate Bill No. 1564 or the Bayanihan to Recover as One Act was approved on second reading which grants the President additional powers to address the COVID-19 pandemic in the Philippines.

Under Bayanihan 2, a standby fund would be created wherein Php 12-B is allocated for the purchases of additional COVID-19 testing kits. A Php 50-B budget would be for the provision of loans to businesses; Php 21-B for assistance to displaced workers; Php 18-B for the conduct of the Department of Labor and Employment’s cash-for-work and Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program; and Php 5-B for the Department of Social Welfare and Development where among other provisions in the Act.

The Bayanihan 2 will take effect on September 30, 2020 when approved.

According to Malacanang, President Duterte expressed that the Bayanihan Act 2 was not urgent. "We wish to announce that Malacañang will not certify as urgent the extension of the Bayanihan We Heal as One Act, for now," Presidential Spokesperson Harry Roque said in a statement.

The counterpart bill at the House of Representatives is still being discussed at a committee level.
