Congress to hold special session for Bayanihan 2

Congress looks to convene in a special session before the President’s State of the Nation Address to deliberate on House Bill No. 6953 or Bayanihan to Recover One Act also known as Bayanihan 2.

Before the adjournment of the Lower House, House Majority Leader Martin Romualdez authorized the conduct of hearing and inquiries of all standing and special committees even in the recess.

Through the adopted motion, the House of Representatives would likely hold a special session to discuss matters such as the Bayanihan 2. House Speaker Alan Peter Cayetano said that a special session would be arranged as soon as details on the hearing are ironed out.

“Please be on standby in the next few days for the special session, and let us continue to work hard and pray hard,” Speaker Cayetano said prior to the adjournment.

The Bayanihan 2 Act aims to extend the effectiveness of Republic Act No. 11469 or the Bayanihan to Heal as One Law up to September 30, 2020. A provision extending the powers given to President Duterte are among those set to be extended under the Bayanihan 2.

The proposed legislation sets aside Php 162-B to supplement the government efforts in fighting COVID-19 and to provide assistance to communities affected by the pandemic.


House Bill No. 6953 remains pending on its second reading.
