Congressman Roilo Golez filed House Bill No. 972 today, 16 February 2011, urging that twenty (20%) of the Personnel Services (PS) budget of the Armed Forces of the Philippines (AFP) be realligned as follows: half for additional allowances for AFP personnel and half to pay part of the pension differential arrearages now amounting to around P16 billion, in view of reports that such allocated PS budget is not fully utilized resulting in savings arising from the fact that the military had submitted a higher troop ceiling than the actual AFP strength on the ground or number of troops in the field in its annual budget.
