The lack of a government comprehensive program to address health concerns is the reason why there is widespread malnutrition among children in the depressed barangays and municipalities of the country, according to Rep. Rodante Marcoleta (Party-list, ALAGAD).

"Malnutrition is a manifestation of widespread poverty in the country. It hampers the physical growth of a child and later affects his mental health, productivity and prospect for employment," Marcoleta said in filing the proposed measure.

The bill creates the National Nutrition Council (NNC), which shall be mandated to coordinate with the participating state colleges and universities to prepare and issue the necessary rules and regulations for the effective implementation of the proposed act.

"BIDANI should be an institutionalized program that will address the nutritional general well-being of the poor following the NNC's theme, 'Pagkain at paglaki ay bantayan, upang ang wastong nutrisyon ay makamtan,'" Marcoleta said.

"BIDANI seeks to encourage every family and community to maintain children's normal growth, through proper diet and regular growth monitoring, making it a household habit," Marcoleta said.
