The 61 local bills approved on third reading and transmitted to the Senate by the House of Representatives before adjournment include the establishment, upgrading and conversion of hospitals in Luzon, Visayas and Mindanao.

"The passage of these local bills is a very important constitutional duty of Congress," Speaker Feliciano Belmonte, Jr. pointed out, adding "that more are coming" when the legislature resumes sessions.

When Congress adjourned in March, Belmonte recalled that the House of Representatives acted on 144 bills encompassing the different vital concerns, 44 of national application and 61 of local dimension.

Of the 144 bills acted upon by the House, 106 were approved on 3rd reading and now pending in the Senate and 37 were passed on second reading (5 national. 32 local), with one citizenship measure awaiting the President's signature.

The House has transmitted to the Senate the establishment of the Mariveles District Hospital in the Municipality of Mariveles, province of Bataan and the establishment of a 30-bed hospital in the 2nd district of Antipolo City.

Also approved on final reading were the following:
1) increasing the bed capacity of the Jose B. Lingad Hospital in San Fernando, Pampanga from 250 to 500;
2) upgrading and modernizing the J. R. Borja City Memorial Hospital as an extension hospital of the Northern Mindanao Medical Center in Cagayan De Oro City;
3) increasing the minimum bed capacity of the Zamboanga City Medical Center from 250 to 500; and
4) upgrading, modernizing and increasing the bed capacity of Severo Verallo Memorial District Hospital at Taytayan, City of Bogo, Cebu, from 50 to 100 bed capacity.

Likewise, to expand and improved health service and research, the House also transmitted to the Senate the measures converting the Western Visayas Sanitarium and Leprosarium in the municipality of Sta. Barbara, Province of Iloilo into the President Diosdado Macapagal Memorial Hospital and Research Institute for Tropical Medicine, and converting the Northern Samar Provincial Hospital in Catarman, Northern Samar, into the Samar Island Medical Center.

Earlier, the House leader thanked each member of Congress (HREP) for the passage of nine vital local measures promoting better quality and access to education in the countryside.
