A lawmaker has filed a bill requiring the display of the Philippine flag in all government buildings, offices, installations, camps and similar structures.
House Bill 4384 authored by Rep. Roger Mercado (Lone District, Southern Leyte) mandates all government buildings, offices, installations, military camps and other similar structures to display the national flag at a prominent place.
Mercado said the measure seeks to develop a high sense of nationalism among government employees and private individuals. "The Philippine flag is a sacred symbol of nationalism," Mercado said.
"The display of the Philippine national flag in all government buildings, offices, installations, military camps and other similar structures can create awareness of patriotism and nationalism in Filipinos of all ages," Mercado said.
Mercado said the measure shall also strengthen the administration's campaign to revitalize patriotism, respect and love of country.
"A high sense of nationalism is an important virtue for an individual to become a law abiding citizen," added Mercado, Chairman of the House Committee on Transportation.
The bill requires the display of the Philippine flag in a presentable manner so that it will command dignity and respect.
Mercado said violations of the Act shall be considered a ground for administrative penalties for government employees and private individuals.
Likewise, violators shall be fined in accordance with the provisions of the New Civil Code and the Revised Penal Code as the case may be, Mercado added.
The head of office, administrators or the highest public official of government buildings, offices, installation, military camps and similar structures shall be held liable for non compliance with the measure.
