There are 25 local bills, including the creation of the new province of Davao Occidental, awaiting third reading approval by the House of Representatives until June 9 when the first regular session of the 15th Congress adjourns.

"These local bills are very important to countryside development because they promote efficiency in the overall (nationwide) delivery of public services," said Speaker Feliciano Belmonte, Jr., stressing that "rural development spells a meaningful national growth." 

The list also includes the 2nd reading-approved reapportionment of the legislative district in the City of Caloocan (HB 3858) espoused by Rep. Oscar Malapitan (1st District, Caloocan City) and the separation of Batangas City from the 2nd legislative district of Batangas to constitute the lone district of the City of Batangas (HB 4094), authored by Rep. Hermilando Mandanas.

The proposed creation of the new districts in the cities of Caloocan and Batangas would bring to 286, from the current 284, the total membership in the House of Representatives.

Awaiting final plenary approval are eleven (11) measures establishing/converting Land Transportation Offices into regular/district LTO offices in the following areas: (1) Bayawan City; (2) Dumalag, Capiz; (3) Paranaque City; (4) Compostela Valley Province; (5) City of San Jose del Monte, Bulacan; (6) 2nd district of Iloilo; (7) Concepcion, Tarlac; (8) Dapa, Surigao Del Norte; (9) Davao Del Norte; (10) Tubod, Lanao Del Norte; and (11) San Simon, Pampanga.

Another eleven local bills declaring specific dates as special non-working public holidays in different localities in the country await third reading approval before the June 10 adjournment.

"Even as Congress gives attention to priorities set by the Executive Legislative Development Advisory Council (presided over by President Aquino), we also have the mandate to give equal importance to local development that is very vital to the overall national interest," Belmonte stressed.
