The House of Representatives has passed on third and final reading a measure encouraging college students to participate in regular sports programs being undertaken by higher education institutions (HEI).
Under House Bill 4466, all higher education institutions (HEI) that participate in any athletic program recognized by the Commission on Higher Education (CHED) are required to submit an annual report on pertinent information on the schools' athletic undertaking.
Rep. Juan Edgardo Angara (Lone District, Aurora), Chairman of the House Committee on Higher and Technical Education said, the bill mandates colleges and universities to disclose participation and program support expenditures for college athletic programs.
Rep. Mark Aeron Sambar (Party-list, PBA), one of the authors of the bill, said learning institutions should inform prospective students of their athletic programs to foster self-discipline, teamwork and excellence for the development of a healthy and alert citizenry.
"Active participation in sports teaches the youth values such as teamwork, handling challenges and overcoming obstacles. Sports keep their mind mentally and physically fit," Sambar said.
Under the measure to be known as the "Athletic Programs Report Act of 2011", HEIs are required to submit an annual report containing the total number of participants, gender and total expenditures and the total number of participants.
Likewise, the report shall include the schools' expenditure for sports program, the school's head coach gender, the number of assistant coaches, and the ratio of participants to coaches.
It shall also be incorporated in the report statements of the ratio of male participants to female participants and the ratio of male scholarship expenses to female scholarship expenses of the entire athletic program.
Under the bill, CHED shall be required to compile, publish and submit to Congress on an annual basis the reports containing the collected pertinent information from the HEIs, including the athletic conferences recognized by intercollegiate athletic associations and participated in by the HEIs.
The co-authors of the bill are Reps. Maximo Dalog (Lone District, Mountain Province), Pryde Henry Teves (3rd District, Negros Oriental), Mariano Piamonte, Jr. (Party-list, A TEACHER), Raymond Palatino (Party-list, Kabataan), Carlos Padilla (Lone District, Nueva Vizcaya), Pangalian Balindong (2nd District, Lanao del Sur) and Irvin Alcala (2nd District, Quezon).
