Elementary school principals will undergo training to improve their managerial skills under the proposed "Comprehensive Professional Development (CPD)" program.

Rep. Eulogio Magsaysay (Party-list, AVE) authored House Bill 4702, which will ensure effective implementation of early childhood and development initiatives in the local level by upgrading the knowledge and managerial skills of elementary school principals.

Magsaysay said elementary school principals shall engage in capacity building activities in the form of but not limited to a formal post-graduate program, workshops and conferences specialized in service training covering instructional leadership, general management and governance.

The bill will establish the Early Childhood Education and Development (ECED) as the full early education and social services programs that provide for the basic education and development needs of young children ages three to six, to promote their optimum growth and development.

"The ECED management will focus on a continuing process of planning, implementation, supervision, financial management, monitoring, evaluation and reporting guided by the principles of decentralization," Magsaysay said.

"The policy of the State shall protect the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all," Magsaysay added.
