Lobbying is the act of attempting to influence decisions made by officials in the government, most often legislators or members of regulatory agencies. It involves the advocacy of an interest that is affected, actually or potentially, by the decisions of government leaders. Individuals and interest groups alike can lobby governments, and governments can even lobby each other.

The looming food crisis, is it just a media blitz? An alarmist point of view or it is for real? There is food crisis if supply of food is in adequate and we see people falling in line to buy food and, in extreme cases, there is a breakout of food riots.

I.    INTRODUCTION

The “Pantawid Pamilyang Pilipino Program” or the 4Ps under the administration of Gloria Macapagal-Arroyo was developed as a way to uplift a worsened economic condition and it was supposed to be a stimulus package for the poor. It was a fact that the start of her term (or succession) was a period of political and economic uncertainty in the country. Arroyo, being a practicing economist, and based on official National Economic Development Authority (NEDA) economic growth figures , it was indeed certain that she handled the economic problem very well earning praises from Georgetown classmate, and Former US President Bill Clinton, stating that her tough decisions put the Philippine economy back into shape. However, in the United Nations Human Development Report from 2009-2010 and studies made by local survey research firms show worsening, instead of improving, poverty level. Others mere saying it was a political solution to get the poor sector, especially in the National Capital Region (NCR) to support the Arroyo Administration.

The 2010 U.S. midterm elections were held, and the results were as expected: The Republicans took the House but did not take the Senate. The Democrats have such a small margin in the Senate, however, that they cannot impose cloture, which means the Republicans can block Obama administration initiatives in both houses of Congress. At the same time, the Republicans cannot override presidential vetoes alone, so they cannot legislate, either. The possible legislative outcomes are thus gridlock or significant compromises.

On the campaign trail that eventually led him to the presidency, then-Sen. Benigno “Noynoy” Aquino III rode on the wave of change – promising sweeping and drastic reforms in government. In fact, Aquino’s main campaign theme was rooting out corruption (Kapag walang corrupt, walang mahirap) and restoring the Philippine society’s moral fiber (Dadalhin ko kayo sa tuwid na landas) – a theme that pre-supposes and underlined a dismal performance of the previous administration on these two vital issues.
