President's Report to Congress on the declaration of martial law in Maguindanao

On 04 December 2009, the President signed Proclamation No. 1959 placing certain parts of Maguindanao Province under a state of martial law, and suspending the writ of habeas corpus.

Pursuant to Article VII, Section of the Constitution, the President is required to submit within 48 hours of the declaration a report to Congress in person or in writing.

The following is the full text of the President’s Report to Congress on the declaration of martial law and the suspension of the writ of habeas corpus in Maguindanao submitted to Congress on 06 December 2009.
