In light of promoting sports and physical education as an essential factor in the formation of a healthy and functioning society, Rep. Lani Mercado-Revilla filed HB 2302 or an act establishing a Philippine High School for Sports (PHSS). Rep. Mercado-Revilla says that it is imperative that our country encourages early sports development and the establishment of PHSS will motivate the Filipino youth to excel in both sports and education. The bill aims for the PHSS to start from the grassroots level and onto elite training, thereby honing the athletic abilities of our future national athletes that will compete internationally.
According to the bill, the PHSS will offer free scholarship to students at a secondary level and will emphasize in developing the athletic skills of its student-athletes. The bill states that the PHSS will be composed of a Director and a Board of Trustees composed of a) Chairman - Secretary of Education, b) Vice-Chairman – Director of the PHSS, c) three (3) representatives from accredited sports associations or groups. Members aforementioned above shall be appointed by the President of the Philippines with a fixed term of eight (8) years.
The measure authorizes the Board of Trustees for the overall administration, location and appropriation of funds in support of the PHSS. A curriculum and a set of rules and procedures parallel to the objective of sports development will also be endorsed by the same party. The Board shall also approve a criterion or a series of selection processes such as national competitive screenings, tryouts and examinations, for the admission of students and credible faculty members.
The bill also states that an Executive Council will be created which will be composed of the Director of PHSS, heads of the departments and officials of the PHSS. The Executive Council is also responsible for developing the course of study. The bill likewise authorizes the Council to screen, select and admit potential student-athletes that will be entitled to scholarships, allowances, and those eligible for graduation.
All donations, gifts, support and aid given to the Philippine High School for Sports shall be tax exempt. The High School will also be exempt from paying taxes, fees and other charges of the government. Furthermore, a Philippine High School for Sports Fund will be created and exclusively used for the benefit of the PHSS.
To pursue the goal of developing world-class student-athletes, an amount of two hundred million pesos (P200, 000,000.00) is needed for the full implementation of the Philippine High School for Sports.
