“The Answer is Up to You” – PRRD

Addressing the nation, PRRD thanked the Cabinet Secretaries who have been doing their best against the pandemic. The President urged everyone to follow the guidelines and protocols set by the IATF – “the answer is up to you”, the President in containing COVID-19

Addressing the nation, June 30, PRRD started by thanking all the Cabinet Secretaries in their effort against the pandemic. The President highlighted the importance of trust and amid the controversies that revolved on Health Secretary Francisco Duque III, the President reiterated that “Trust is not a press release. Si Secretary Duque po nakita ko na siya kasi nagtrabaho din ako kay President Gloria Arroyo noon. Ako yung consultant for public order and security and I use to come here in Malacañang whenever we are called. Nakita ko to si Sec. Duque and in the many meetings that we had, nakita ko siyang nagtratrabaho, yung tao. Kung nakita kong incompetent siya, di ko siya kunin na Secretary [Trust is not press release. I saw Secretary Duque working also with President Gloria Arroyo in the past. I was the consultant for public order and security and I used to come here in Malacañang whenever we are called. I saw Sec. Duque and in the many meetings that we had; I always see him working. If I saw that he is incompetent, I would not get him as the Secretary].”

PRRD highlighted that everyone was surprised of how quickly the virus has spread and just two days after the World Health Organization’s (WHO) announcement of the COVID-19 as a global pandemic, everything got worse. As a response, however, the Inter-agency Task Force (IATF) was immediately convened to deal with the problem, the President reiterated. 

PRRD addresses the worsening problem with regards to some localities still having a dramatic increase in their fresh cases, Cebu City in particular, and as the President stated, the people must follow the protocols and stop being hard-headed.
Into the Locally Stranded Individuals (LSIs), PRRD tasked the various related agencies to utilize the available resources to ease the woes of the people, especially those stranded in Ninoy Aquino International Airport (NAIA). The President assured that he is doing his best regarding this problem and that the LSIs will get home soon.

With the reports from the Secretaries, Health Secretary Francisco Duque III reported on the recommendations from the IATF with regards to the final community quarantine classification for July 1-15. Cebu City is the only locality that is currently under the Enhanced Community Quarantine (ECQ). With the other localities and regions, the classifications are divided under General Community Quarantine (GCQ), Modified General Community Quarantine (MGCQ), and low-risk MGCQ. 

Finance Secretary Sonny Carlos Dominguez II provided his report on how to open up the economy and how the country will balance both the health and economic objectives. In his report, Sec. Dominguez presented that the country is in a strong fiscal position and has gained its highest credit rating, among others. As a recommendation, the Secretary said that “I really believe, we really should begin opening.”


Concluding, PRRD encouraged everyone to follow the guidelines and protocols set by the IATF. As the President wishes, “wag na lang sana madagdagan [I just hope that it will not increase], and the answer is up to you.” Following up, PRRD tasked Interior and Local Government Secretary Eduardo Año to gather all LSIs in NAIA and make sure that they are fed and transported back to their hometowns.
